Marinduque board of canvassers defies comelec

In what is described as a brazen defiance and blatant disregard of the power and authority of the Comelec En Banc, the Provincial Board of Canvassers of Marinduque --- composed of Regional Director Emmanuel Ignacio (who replaced Provincial Election Supervisor Edwin Villa), Prosecutor Bimbo Mercado and Magdalena Lim -- proclaimed candidate Regina O. Reyes as the elected representative of the lone district of Marinduque Saturday afternoon at Boac, Marinduque.

Re-electionist Marinduque Rep. Lord Allan Jay Q. Velasco protested the proclamation and denouncing it as “highly irregular, illegal and premature” in view of the May l4, 20l3 ruling.

Velasco, son of Supreme Court Associate Justice Presbitero Velasco, stressed the PBOC should have suspended the proclamation in the meantime to await the Supreme Court’s action on the challenged resolution.

The Comelec issued a resolution  last May l4, denying with finality the motion for reconsideration of Reyes of the March 27, 2013 Resolution finding her to be a U.S. citizen and ineligible for the position of representative.

Reyes admitted she did not avail of Republic Act. No. 9225 for the reacquisition of Philippine citizenship.


Velasco sought the annulment of Reyes’ proclamation for being null and void and without any legal and constitutional basis since Reyes is not qualified for the position.

Velasco vowed to take necessary legal actions against the “highly anomalous and premature”proclamation of Reyes.

Velasco said Marinduqueños are bewildered by Reyes’ proclamation since the PBOC is under the Comelec En Banc and is required to comply with and obey all resolutions and orders of the Commission.

Kulay ng pera sa Marinduque na kulay mandin ng panglilinlang

Mar Roxas at Gina Reyes pagkatapos ng iligal at kontrobersiyal na proklamasyon. 
Panay at hindi matapos-tapos ang pagmamalaki ni Regina O. Reyes na prinoklama ng PBOC Provincial Board of Canvassers bilang nanalo sa Kongreso. Ito ay sa kabila ng pagkansela sa kandidatura niya ng Comelec En Banc at sa kabila ng mga usap-usapan na binayaran ng milyones ang PBOC na may kasama pang pananakot. Bakit po anung yabang?

Hawak daw nila si DILG Sec. Mar Roxas, dahil kaibigan daw ng pamilya lalo na ng kapatid na Edmund at kaya raw tapalan ng salapi si Mar Roxas para sa 2016, kasabay ng pagpapalabas ng larawan nina Roxas at Reyes matapos ang proklamasyon na naga-V sign. Nasa larawan ngani naman.


SALN NI CARMENCITA O. REYES
Panay pa rin ang pagyabang ng Reyes camp na sako-sakong salapi mula sa BARRICK GOLD lamang ang kapalit ng ano mang naisin nila. Kung tutuusin nga naman sa SALN ni Gov. Carmencita Reyes ang sabi niya ay P 17.7-million lamang ang kanyang salapi at pag-aari. Paanong nangyaring sa tantiya ng mga mas nakakaalam na mga pulitiko sa Marinduque at base sa pagmamayabang ng mga Reyes ay gumastos sila ng hindi bababa sa P 200-million noong nakaraang eleksyon para sa pamili ng botos? 



Saan nga naman nanggaling ang salaping talamak na pinambili? DOLLARS DAW ang padala galing Canada. Bawal ang ganyan lalo. Mismong ang SIMBAHAN sa HOMILY ng mga pari pag Linggong MISA nitong mga nakaraang linggo ay sunod-sunod ang pagtatanong. Bakit anila "mas pinili ng mga taga-Marinduque ang PITONG DAAN kaysa sa MATUWID NA DAAN"? Libo pa ngani sa iba.

Si Regina O. Reyes na isinuplong ng County of Ventura sa State of California dahilan sa pag-abandona at hindi pagsuporta sa kanyang anak sa America ay may milyon-milyon kayang baon mula sa Amerika na pambili ng boto? Sa Barrick Gold nga kaya galing yaon katulad ng pagmamayabang nila? 

Sa harap naman ng daan-daang estudyante at magulang nila na isinagawa kanina laang sa Boac Covered Court para sa Scholarship program ng Reyes daw, na sa pananaw ng mga nakasaksi ay pampolitikang rally, ay ipinagsigawan na wala si Regina (Gina) sa Marinduque dahil diumano ay kapulong nito sina PANGULONG NOYNOY AQUINO at SPEAKER BELMONTE ng KONGRESO SA MGA ORAS NA IYON! 

Pag-gamit na ng mga pangalan yaan mandin na mas malamang sa hindi ay hindi rin totoo at ni hindi alam ng kinauukulan! 

Ilang beses na bagang ipinangako ng mga Reyes noong panahon ng kampanya na 'madating si Mar Roxas', 'madating si Pnoy para itaas ang kamay ni Gina'. Wala namang dumating..

Awan laang kung mapayag na magpagamit lao't higit magpatapal ng salapi ang dalawang iginagalang at inapagpitaganang mga taong kanilang PINANGALANAN para paupuin lamang sa puwesto ang isang KUMPIRMADONG AMERICAN CITIZEN!

Hindi wari kasama yun sa mga prinsipyo ng MATUWID NA DAAN. Mapayag ka baga naman? Ay anu na sa Marinduque!

Hindi naging kandidato kailanman si Regina dahil kanselado ng Comelec ang kandidatura niya


Pabalibaliktarin mo ang tingin, sumirko ka, magpagulong-gulong ka, dayain mo ang sarili mo ay sa simbahan pa rin baya ang tuloy ng prusisyon. Kanselado ang kandidatura ni Regina kaya iligal ang kasukasukang ginawang proklamasyon sa kanya na taliwas sa daang matuwid, taliwas sa batas ng Diyos at ng Tao.
 

Marinduque lawmaker demands proclamation

MANILA, Philippines - Marinduque Rep. Lord Allan Jay Velasco said yesterday he should be the one who should be proclaimed winner in the hotly contested congressional race in his province.
In a statement, Velasco, son of Supreme Court Justice Presbitero Velasco, said his opponent, Regina Reyes, was “never a candidate” since the first division of the Commission on Elections (Comelec) had disqualified her for allegedly being an American citizen.
He claimed that the entire Comelec, to which Reyes appealed her disqualification, has upheld the decision of its first division. Thus, Velasco said he should be proclaimed winner, being the “sole qualified candidate.”
He disputed the statement of Reyes’ brother Edmund, who heads the Toll Regulatory Board, that his sister has been proclaimed with a 5,000-vote lead over Velasco. He said there has been no “official proclamation” yet.
The STAR asked Edmund Reyes for a copy of his sister’s certificate of proclamation yesterday, but as of press time, the document has not been emailed. Edmund is a former congressman.
In the Comelec website, Regina Reyes was ahead of her congressman-opponent by fewer than 3,000 votes. She received 41,072 votes against Velasco’s 38,111.

Pakatandaan natin: Walang maaring maganap na substitution sa kaso ng isang kandidato na na-kansela ang kandidatura dahil sa mga kasinungalingan at panloloko sa Certificate of Candidacy o CoC. Magapakalat pa rin ng mga maling balita ang kampo ng nangloko sa bayan dahil sa nakasanayan na hindi maampat na gawi.

Marinduque bet can't run


THE Commission on Elections is set to promulgate until tomorrow its en banc decision that denied “for lack of merit” the motion for reconsideration of Regina Ongsiako Reyes, who had been disqualified as a congressional candidate for the lone district of Marinduque.

On March 27, the Comelec’s first division declared Reyes ineligible to run for Congress for being an American citizen and for lack of the one-year residency required for candidates to an elective office.

Reyes filed a motion for reconsideration of the first division’s ruling to the Comelec en banc.

Ruling on Reyes’ motion, the Comelec en banc said:

“The Resolution of the First Division of this Commission is a result of a tedious evaluation of the claims and defenses brought about by the two contending parties in the case at bar. After an evaluation of the arguments presented, the Commission (First Division) declared the CoC (certificate of candidacy) of the respondent (Reyes) as cancelled. This, We dare not disturb.”

“Wherefore, premises considered, the Motion for Reconsideration is hereby denied for lack of merit.  The March 27, 2013 Resolution of the Commission (First Division) is hereby affirmed,” the Comelec en banc ruled.

In its decision disqualifying Reyes as a congressional candidate, the Comelec’s first division ruled that “a Filipino citizen who becomes naturalized elsewhere effectively abandons his domicile of origin.”

Reyes is the daughter of Marinduque Gov. Carmencita Reyes and the sister of former congressman Edmundo Reyes Jr.

In the case of Reyes, the poll body said that “there is no showing whatsoever that respondent (Reyes) had already re-acquired her Filipino citizenship… so as to conclude that she has regained her domicile in the Philippines, and there being no proof that respondent had renounced her American citizenship, it follows that she has not abandoned her domicile of choice in the United States of America.”

The Comelec’s first division ruled that Reyes is an American citizen as evidenced by her use of a United States passport No. 306278853 in her travels to the US since October 14, 2005 up to June 30 2012.

It also said that Reyes was admitted to the California State Bar in 1995, maintained a US address, married an American citizen but the marriage was subsequently dissolved, and acquired properties and established businesses in the US.

Records showed that there is no US law that automatically grants US citizenship to the Filipino who is married to a US citizen. The Filipino must first be naturalized.

According to the Comelec, Reyes may re-acquire her Filipino citizenship and become eligible for public service if she would “take the oath of allegiance to the Republic of the Philippines before the consul-general of the Philippine Consulate in the US and make a personal and sworn renunciation of her American citizenship before any public officer authorized to administer an oath.”

But the Comelec said that “in the instant case, there is no showing that respondent (Reyes) complied with the requirements” for the re-acquisition of Filipino citizenship.

“This the respondent utterly failed to do, leading to the conclusion inevitable that respondent falsely misrepresented in her certificate of candidacy (COC) that she is a natural born Filipino citizen,” it said.

“Unless and until she can establish that she had availed of the privileges of RA 9225 by becoming a dual Filipino-American citizen, and thereafter, made a valid sworn renunciation of her American citizenship, she remains to be an American citizen and is, therefore, ineligible to run for and hold any elective public office in the Philippines,” the Comelec ruled.

The disqualification petition against Reyes was filed by Joseph Socorro B. Tan, a registered voter and a resident of Torrijos, Marinduque.

Aside from her American citizenship and for lack of the required residency, Tan alleged that Reyes made several misrepresentations in her CoC like her civil status and  her date of birth.

“Wherefore, in view of the foregoing, the instant petition is granted. Accordingly, the Certificate of Candidacy of respondent Regina Ongsiako Reyes is hereby cancelled,” the Comelec ruled.

May hangganan ang panlilinlang!

Napag-alaman na pala ng FBI (Federal Bureau of Investigation) at Department of Homeland Security ng Estados Unidos ang ginagawang panlilinlang ni Gina O. Reyes sa mga taga-Marinduque. Detalyado ang ginawang pamemeke ng maraming dokumentos itong si Gina O. Reyes sa report sa FBI tulad ng mga birth certificates, mga pasaporte at mga pangalan.

Hindi dapat tularan ang ehemplo ni Reyes dahil ang lahat ay may katapusan at walang sinasanto ang batas, mas higit ang batas ng Estados Unidos.
